Commissioners

The Earthquake Commission has a board of seven Commissioners who are responsible to the Minister of Finance.

Michael Wintringham

Chair - CNZM, BA (Hons)

Michael Wintringham joined the Earthquake Commission board as deputy chairman in June 2004. State Services commissioner until May 2004, Mr Wintringham has also been chief executive of the Ministry of Housing and before that assistant auditor general. He is currently a member of the Remuneration Authority, formerly the Higher Salaries Commission.

Carole Durbin

Commissioner - BCom, LLB (Hons), FInstD, FAMINZ

Carole Durbin joined the EQC board in June 2001. She is also chair of Mighty River Power, chair of the Legal Services Agency and a director of Fidelity Life. In 2006 she was appointed director of the Southern Cross Medical Care Society and trustee of the Southern Cross Health Trust.   She was a partner of law firm Simpson Grierson for 20 years and now consults to that firm on a part time basis. She is a committee member of the Auckland branch of the Institute of Directors and a panel member of both the Arbitrators and Mediators Institute and LEADR.

Wyn Hoadley

Commissioner - QSO, LLB(Hons), MA, DipTchg, AMNZPI

Wyn Hoadley is a barrister, long-serving former North Shore City councillor and mayor, and former chancellor of the Auckland University of Technology.  She has over 25 years experience in local and regional civil defence and is a member of the Department of Building and Housing access advisory panel. Ms Hoadley was appointed to the EQC Board in August 2006.

George Hooper

Commissioner - BE (Hons), PhD, FIPENZ

George Hooper is a professional engineer and executive director of the New Zealand Centre for Advanced Engineering (CAENZ) in Christchurch. The CAE is an independent centre that encourages the application of advanced engineering and technology in New Zealand. Mr Hooper was appointed to the EQC board in October 2001.

Tim McGuinness

Commissioner - BCA

Tim McGuinness has held senior executive positions in the New Zealand fund management industry for over 15 years and has been involved with managing investment funds for over 25 years. Mr McGuinness is currently the chairman of trustees of the dairy industry superannuation scheme and chairman of trustees of the Fonterra superannuation scheme and Fonterra welfare fund. He is also a board member of the Government Superannuation Authority, trustee of the Police superannuation scheme, the Fire Service superannuation scheme, the NZQA superannuation scheme, the Globus NZ pension scheme and the director of Whai Rawa Fund Ltd. He has been on the EQC board since June 2001.

Garry Muriwai

Commissioner - CA, MCom(Hons)

Appointed to the EQC Board in October 2006, Mr Muriwai is currently chief executive of the New Zealand Institute of Chartered Accountants, chair of the Global Accounting Alliance and is also chair of the Māori Television Service. He brings to the Board experience in accounting and auditing, governance, and communications/technology.

Keith Taylor

Commissioner - BCom, BSc, FIA(London), FIAA

Mr Taylor was until 2005 group managing director and chief executive officer of TOWER Ltd. He has experience in governance and the insurance industry, and is widely skilled in strategic and business planning. Mr Taylor was appointed to the EQC Board in August 2006.
