EQC Seeks Tenders for Quake Repair Project Office
EQC has launched a world-wide search for a company to manage repairs to earthquake-damaged property in Canterbury.
The Commission is seeking tenders from major companies in New Zealand and abroad to establish a project management team for repairing housing with moderate to relatively serious earthquake damage. The tender process will be run as quickly as realistically possible.
EQC's chief executive, Ian Simpson, says the project management approach is an important part of the wider government goal to rebuild a resilient and stable Canterbury.
"It will help manage resources equitably and ensure high standards of construction are maintained," he says.
Building repairs up to $100,000 and involving structural restoration or a moderate level of damage will be managed through the project management office. Claims above EQC's cap of $100,000 plus GST will be handled by commercial insurers in accordance with their policies.
The "one-stop shop" will handle every aspect of the repair for claimants, including the consent process. Companies have until Monday 4 October to submit their tenders.
Claimants will be able to organise their own repairs if they choose to. These claimants will have to ensure their repairs meet all required building and construction standards and payment will be made once EQC has received receipts and certificates for the work undertaken.
Once the project management office is finalised, streamlined processes will be in place to simplify claims and repairs for about 90% of claimants, depending on level of damage. They are:
- A fast-track process to pay out on claims for minor damage and contents less than $10,000.
- A process for claims that involve only damage to chimneys. The Commission is working with the Energy Efficiency and Conservation Authority to offer the installation of a clean heat appliance as part of restoration.
- A project management office to handle every aspect of repairs for householders with claims between $10,000 to $100,000.
To date, EQC has received over 76,000 claims associated with the Canterbury earthquake.
In areas where there is extensive damage to land, EQC is working with local authorities, insurers and banks to resolve claims and give people certainty.
